Romanian Government Scholarship Overview

The Ministry of Foreign Affairs (MFA) and the Ministry of Education and Research (MER) jointly offer a file-based application competition through which the Government of Romania offers multiple awards of scholarships to international students enrolled in accredited Romanian university educational institutions.

International students who live in countries that aren’t part of the EU are eligible for these scholarships. They include master’s, doctorate, and undergraduate courses.

Courses cover every area of study except for pharmacy, the field of dentistry, and medicine.

NOTE: Romanian is the language of study for both undergraduate and graduate degrees. Depending on the doctoral school, students may choose to study in Romanian or an English language.

Before commencing the actual school program, students who do not speak Romanian must undergo a year of language study in Romanian.

A waiver of registration and other costs associated with the processing of applications, assessments of Romanian language proficiency, participation in the doctorate admissions competition, and aptitude tests.

To qualify for this scholarship, you must:

  • Submit a completed application file. Follow the instructions for completion very carefully.
  • Present your study documents issued by an accredited/recognized educational institution in the country where they were issued.
  • Comply with the regulations for file submission.
  • Comply with enrolment dates and deadlines.
  • Have good academic results of a least 7, corresponding to the scoring system in Romania.

REJECTED: Applications sent directly by applicants to the Ministry of Foreign Affairs or Ministry of Education registry offices, or to the email addresses of MFA staff members or departments at MFA Headquarters, or to the diplomatic missions of Romania or other foreign countries accredited in Bucharest, will not be examined.

Required Documents

  • The application for a scholarship and the request for a letter of acceptance.
    Copies of previous diplomas (baccalaureate or equivalent, together with bachelor’s, master’s, or doctoral degrees, if required), officially translated into Romanian, English, French, or Spanish.
  •  Completed study transcripts, including official translations, in original form.
  •  A government-approved translation of a birth certificate or any other comparable identity document into Romanian, English, French, or Spanish.
  •  A copy of the applicant’s passport’s first three pages.
  •  A Curriculum Vitae in the approved format, in either French or English
  •  Applicants for doctorates need to submit a letter of intent in either Romanian, French, or English. The website has a list of the contents of this letter.
